Position Description: This position will serve as an Informatics Business Analyst responsible for:

• Lead and coordinate the preparation and implementation of electronic receipt of case reporting for reportable conditions including STD and HIV from public and private healthcare facilities. • Serve as primary liaison for all eCR related activities and will collaborate closely with internal and external stakeholders including multiple Divisions within VDH, national agencies and organizations (CDC, CSTE, NACCHO, PHII), public and private healthcare facilities, and other state jurisdictions in the area of public health informatics and information technology. • Develop functional and technical specifications, develop use cases and policies and procedures to assure eCR reports are properly processed through the HL7 gateway. • Provide technical assistance including providing technical requirements and assisting in development of the eCR test and production databases similar to the ELR database infrastructure. • Develop and maintain quality assurance activities and assist with the validation of incoming eCRs. • Assist Public Health Informaticist in interstate messaging, Quest 2.5.1 and LabCorp/CDD 2.5.1 and other future electronic reporting projects • Assist healthcare facilities navigate through the onboarding process and stages of validation. • Work collaboratively with HIV Surveillance on algorithm to identify newly HIV positives in Maven and develop workflow that accurately identifies them. • Develop workflows in Maven to streamline and optimize lab QA processes. • Serve as back-up for electronic laboratory reporting (ELR) activities.

Qualifications: Minimum Qualifications: Considerable knowledge of data QA techniques; disease reporting requirements; public health disease surveillance; and medical and/or laboratory terminology. Ability to troubleshoot data issues; Develop and maintain QA documentation. Must possess strong leadership, oral and written communication skills; problem solving and interpersonal skills; Ability to plan and carry out acceptance testing and validation of electronic messages; Prepare and provide clear and accurate feedback; work independently and coordinate collaborative efforts; Provide confidentiality, security, and data integrity. Facilitate and lead various teams; Bachelor's degree in public health, statistics, public health informatics, information technology, and/or equivalent experience and training.

Preferred Qualifications: Basic knowledge of HL7 ELR 2.3.1 and 2.5.1. Thorough knowledge of electronic case reporting (eCR); Basic understanding of Health Level Seven (HL7) messaging standards versions C-CDA and eICR; and interoperability standards such as HL7, LOINC, and SNOMED. Strong SQL and SAS programming skills. Must possess strong Excel and Access skills; Tableau preferred. Experience and/or knowledge of mapping various datasets between health systems. Master’s degree in public health, statistics, public health informatics, information technology, or related degrees
