Position Description: The New Hampshire Department of Health and Human Services (DHHS) Division of Public Health Services (DPHS) is looking for a qualified professional interested in leading a team of dynamic data analysts, statisticians, programmers, and epidemiologists in the management, analysis, and dissemination of Health Statistics. Expertise in statistical analysis, web programming, and IT infrastructure, coupled with strong leadership skills is encouraged.

This position will support the Health Statistics and Data Management Section. The Section is focused on analyzing data, publishing web apps, and working with partners to guide data driven decisions. One of our goals for 2018 is to generate meaningful estimates at sub-county scales to empower data utilization for decision making across the State. Data analysis supports the planning, implementation and evaluation of public health interventions in New Hampshire as well as outreach and communication of state-wide public health initiatives.

Responsibilities include: • Delegate responsibility to subordinate employees for the management of the NH Health WISDOM web-based health indicator application, the Environmental Public Health Tracking Program, and two state- wide health risk behavior surveys (Behavioral Risk Factor Surveillance System (BRFSS) and Youth Risk Behavior Survey (YRBS)) administered to adults and youth respectively.

• Maintain operation of the Health Statistics and Data Management Section of the Bureau of Public Health Statistics and Informatics within the Division of Public Health Services.

• Disseminate health statistics to healthcare providers, other governmental agencies, the media, and the general public.

• Plan, analyze, design, and implement web-based systems for surveillance and evaluation.

• Oversee the preparation of grant proposals, service contracts, annual statistical reports, issue briefs, and research studies.

• Analyze and develop staffing plans used in revising or developing operational policies and procedures.

• Oversee the release of protected health information for research purposes.

• Prepare, present and defend health statistics findings in public settings, including preparing and delivering testimony in legislative hearings as needed to support agency policy.

Qualifications: Education: Master's degree from a recognized college or university with major study in health statistics, health care administration, statistics, earth science, health services research, epidemiology or a related field.

Experience: Six years' experience in a health occupation involving health data analysis, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

OR

Education: Bachelor's degree from a recognized college or university with major study in health statistics, health care administration, statistics, earth science, health services research, epidemiology or a related field.

Experience: Seven years' experience in a health occupation involving health data analysis, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

License/Certification: Possession of a valid driver's license and/or have access to transportation for statewide travel.
