Position Description: The Pennsylvania Department of Public Health, Bureau of Epidemiology, Division of Infectious Disease Epidemiology is seeking a Public Health Veterinarian.

Serve as statewide subject matter expert for public health zoonotic disease surveillance, investigation, and policy development for veterinary public health, veterinary preventive medicine, zoonotic vector borne, and related infectious disease issues. Advise and lead outbreak investigations, providing zoonotic epidemiological expertise to a statewide public health network of more than 300 state and municipal employees and over 60 state health centers. Research and recommend revisions to statewide infectious disease policy and procedures, including for surveillance and reporting, under Chapter 27 of the Communicable Disease Regulations. Assist in implementation of Pennsylvania’s Disease Reporting Act. Represent the Pennsylvania Department of Health on work groups and taskforces dealing with veterinary zoonotic agricultural and wildlife issues; coordinates with state and federal partners on zoonotic public health issues; and provide public health zoonotic expertise in bioterrorism, agroterrorism, and disaster and epidemics planning, preparedness, and response including participation in exercises and tabletops. Provide presentations to specialized audiences or the general public. May perform field clinical assessments of animals as part of public health zoonotic disease investigation and control as assigned. Provide after hours, on-call, and emergency consultative services on rotation. Carry pager/phone and be available 24/7 to respond to public health emergencies.

Qualifications: Three years of professional experience investigating zoonotic disease outbreaks or clusters, including or supplemented by one year designing or maintaining zoonotic disease surveillance systems, and a Doctor of Veterinary Medicine or Veterinarian Medicine Doctors degree; or Two years of professional experience investigating zoonotic disease outbreaks or clusters, including or supplemented by one year designing or maintaining zoonotic disease surveillance systems, and a Master’s degree in Public Health or Epidemiology, and a Doctor of Veterinary Medicine or Veterinarian Medicine Doctors degree. SPECIAL REQUIREMENT: • The employee must obtain an active license to practice veterinary medicine issued by the Pennsylvania State Board of Veterinary Medicine as a condition of hire.

1. Apply veterinary practice to maintaining and promoting public and animal population health including establishing population based animal health programs in reproduction, biosecurity, vaccination, parasites, isolation/quarantine or waste management. 2. Obtain and interpret laboratory tests. 3. Proficiency in SAS or R data analysis and reporting application. 4. Apply scientifically accepted infection prevention techniques and evidence- based practice methods in zoonotic or epidemiological investigation reports to healthcare/veterinary care providers. 5. Communicate complex issues at the audience’s level of understanding. 6. Promote and increase use of surveillance data to identify and prevent outbreaks or transmission in settings with increased potential for zoonotic outbreaks.
