The Office of Policy, Planning and Strategic Data Use (PPSDU) in the Office of the First Deputy Commissioner for the NYC Department of Health and Mental Hygiene (DOHMH) is responsible for leading and/or coordinating policy efforts across the agency specific to the various component of healthcare reform.

This position will be leading the policy analysis work as it relates to healthcare, which includes a heavy focus on analysis of healthcare-related legislation, as well as healthcare-related regulation proposed or issued by HHS, CMS, NYS Office of Health Insurance Programs, or the NYS Department of Finance.

Some of the topics that are analyzed on an ongoing basis are the impact of proposed policy related to Single Payer, Disproportionate Share, ACA, Medicaid block- granting, Value Based Payment design, Managed Care regulation, Community Benefit, and Certificate of Need.

Specific Duties and Responsibilities:

• Research and analyze existing and proposed healthcare related legislation, regulations, and policies, and prepare briefs, position statements, memoranda of support or opposition, or other internal and external documents.

• Coordinate with subject matter experts across the agency for prompt analysis of the potential impact of proposed healthcare policy on NYC public health and health equity outcomes.

• Design and implement research to collect information about avenues to gain public health insurance coverage for priority benefits, including but not limited to health and insurance law changes, waivers, plan amendments, and VBP arrangements.

• Lead cross-divisional workgroups for collaborative policy development aimed to achieve Medicaid/Medicare benefit design changes through legislative, regulatory, or voluntary avenues.

• Collaborate with the team analyzing the impact of major healthcare changes such as hospital closures and mergers in NYC health equity outcomes.

• Assist unit leadership and other staff in creating effective presentations and communications.

• Serve as liaison to internal and external work groups, as needed.

• Other duties as assigned.

Qualifications: Minimum Qual Requirements

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have: 1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year. Preferred Skills • 3+ years of policy research and/or development experience in public health, healthcare, public insurance, or a related field • Knowledge of New York City agencies, the local health care system, NYS oversight of the health insurance sector and healthcare facilities is highly desirable. • An advanced understanding of healthcare financing including single payer options (policy and practice), or the ability to develop it quickly and independently is highly desirable • Expertise and proven success with group facilitation. • Strong analytical, research and problem- solving skills • Strong ability to prioritize and handle multiple assignments within tight timelines • Proficient in Microsoft Word, Excel, Power Point, and Outlook • Applicants with background on legislative advocacy for healthcare organizations (non- profits, healthcare trade groups, etc), as well as staffers for elected officials are strongly encouraged to apply
