Position Description: The Pennsylvania Department of Health is looking for a Director of the Bureau of Emergency Medical Services (EMS) to provide guidance, supervision, and coordination in support of the emergency medical services systems program for the Department of Health.

The ideal candidate will carry out emergency duties as directed which could involve assignments within the DOH Command Center, deployment to a field location to participate in public health related activities, or other duties as assigned.

This position is defined as "emergency response" and will perform tasks assigned during periods of emergencies or state office closings. Such tasks may differ from normal day-to-day operations. These emergency assignments are at times received with little or no advance notice, and may last for any period of time ranging from a few hours to several weeks, depending upon the nature of the circumstance. The emergency assignments are sometimes performed under adverse conditions and may require travel to a disaster site for periods of time.

Oversees the implementation of the EMS System Act, as amended and serves as the Secretary of Health’s lead for all matters related to the EMS System in the Commonwealth as it relates to the duties and responsibilities imposed upon the Department by the Act.

Plans, guides, coordinates and updates the development and implementation of the EMS Regulations pursuant to the EMS System Act, as amended.

Develops and distributes Departmental policies and guidelines that are not included within the EMS Regulations pursuant to the EMS System Act, as amended, and updates them as deemed necessary to maintain an effective system in the Commonwealth.

Develops EMS related components of Department and Commonwealth Emergency Operations plans and allocates appropriate staff to support response during emergency operations.

As required, serves as the Secretary of Health’s designee by attending meetings of the Governor’s Advisory Council for Highway Safety, Pennsylvania Trauma System Foundation and others as requested.

Reviews all recommendations by the State Advisory Council submitted to the Secretary of Health and provides staff recommendations as to the acceptance or rejection of each proposed recommendation.

Supervises the coordination, direction, and evaluation of all recognized EMS regions as they relate to local/regional EMS activities, projects and planning activities.

Establishes expansion and improvement of regional EMS system through State and Federal aid by planning, developing, supervising, and coordinating a program of financial aid through State grants and contracts.

Collaborates with surrounding state EMS systems and elements to assure continuity of care and effective interstate system operations.

Collaborates within the DOH with other elements to assure a high level of emergency preparedness and effective emergency response.

Collaborates with PEMA for EMS related training, planning, preparedness and operations.

Evaluates the extent to which program objectives are being achieved by reviewing program adequacy, effectiveness and efficiency.

Gives formal accounting to the Deputy Secretary on the fulfillment of the Bureau of EMS’s commitments and on the use of staff, budget and other resources.

Develops concise, articulate reports as requested and/or required.

Serves as an effective liaison, working with legislative affairs and others between the Department of Health and the legislature in matters related to EMS.

Recruits, interviews and recommends for appointment qualified candidates for positions in the Bureau of EMS.

Responsible for maintaining a data-driven performance management system for the Bureau of EMS that is linked to the agency and unit's mission, goals and objectives, and which over time becomes an integral part of the Bureau of EMS and Departmental management process.

Ensures that adequate data are available to support the performance management process. As a part of this responsibility, works with and ensures that staff work with, and accept guidance from the Department's Program Evaluation Unit in an open, collaborative relationship to develop and use performance standards and measures in order to meet established performance management goals.

Ensures that all Department policies/guidelines and legislation regarding data release and confidentiality are followed by staff.

Qualifications: Five years of technical experience in planning, development, promotion or training in an emergency medical service program, such as disaster relief, public safety, emergency management or related emergency services which includes two years of experience in an administrative, or supervisory capacity and a bachelor's degree in health or a closely related field;

or Any equivalent combination of experience and training.

It licenses and regulates a variety of health facilities, such as hospitals, nursing homes, ambulatory surgical facilities and other in-patient and out-patient facilities. In addition, the Department supports outreach, education, prevention and treatment services across a variety of program areas.
