The Ministry of Health (MoH) in Swaziland strives to achieve Universal Health Coverage by enabling equitable access to quality health services for their population as outlined in their Essential Health Care Package (EHCP). This commitment is made against a backdrop of rising health care costs and uncertainty around the future availability of donor funding. Acknowledging this, the MoH aims to employ effective, equitable, efficient and sustainable health care financing approaches and reforms such as national budget reform to facilitate their movement towards UHC.

CHAI works on a day to day basis with MoH leadership to ensure that all available resources for health are used optimally, effectively and efficiently, in a coordinated way to move Swaziland closer to achieving UHC. To lead CHAI's technical assistance to the MoH in this area, CHAI is seeking a highly motivated, entrepreneurial individual with outstanding planning, technical health financing, management, analytical and communication skills to serve as the Senior Program Manager for the Sustainable Health Financing (SHF) team.

Qualifications: Key responsibilities will include, but are not be limited to, the following: • Develop and oversee the strategic direction of the SHF Program in close collaboration with the MoH, which includes the identification and implementation of more cost-effective approaches to healthcare delivery at all tiers of Swaziland's health system; • Manage a team of 7 analysts and associates to provide in-depth and high-quality analyses and technical assistance to senior level MoH stakeholders. Key areas will include:Conducting EHCP service readiness assessments at facilities to inform service scale-up planning; • Supporting budget development and execution practices at facility and central levels; • Identifying and implementing efficiency opportunities at both central and facility level; • Building capacity of Ministry and health facilities counterparts; and • Determining Swaziland's strategic direction for medium to long term health financing reforms. • Act as a sound and technical thought partner to key stakeholders in government, including senior leadership to use this evidence for key policy and implementation decisions in health financing reforms, introducing new and creative approaches or strategies; • Develop strong working relationships with key stakeholders involved in health financing, especially the MoH, MoF and the World Bank; • Provide technical and strategic insight at the Health Financing technical working group and other high level meetings as a senior level representative of CHAI; • Play an active role as member of the CHAI country leadership in the design and implementation of the SHF program, including identifying fundraising opportunities and developing strategic relationships; • Liaise with the CHAI Global Health Financing Program to share key country insights, and to keep abreast of novel approaches to health financing in other CHAI countries, and share Swaziland's experience with other countries and stakeholders; • Build program by continually developing capacity and skills of staff, identifying human resources needs both internal to CHAI Swaziland and the MoH, and leading recruitment of new team members; • Manage the operations and finances of the program to meet deliverables and reporting requirements within the appropriate timeframes; and • Other responsibilities as requested by CHAI country leadership.

This individual would need to manage a growing team and be able to shape CHAI's engagement, and should therefore be technical as well as a strong strategic thinker. CHAI places great value on resourcefulness, responsibility, tenacity, flexibility, independence, energy, work ethic and humility. • Advanced degree in health economics or financial management; or Bachelor's degree minimum with equivalent experience • 7-10 years of experience in demanding, results-oriented environments in the public sector and/or private sector (e.g., management consulting) with at least 3-5 years' experience working in health care financing or a related area, ideally in relation to developing countries; • Experience designing, managing and implementing large teams and long-term projects; • Excellent problem solving, analytical and quantitative skills, including attention to detail and experience in modeling using Microsoft Excel; • Strong communication skills, including delivery of compelling presentations and documents in Microsoft PowerPoint and Word; • Exceptional diplomacy and interpersonal skills, demonstrated ability to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment • Ability to work independently, set priorities and handle multiple tasks simultaneously; • Ability to learn on the job quickly and absorb and synthesize a broad range of information; • Ability to mentor and lead teams in a fast-paced and changing environment; and • Strong command of the English language.
