Position Description: Team Overview The Boston-based Monitoring, Evaluation & Quality (MEQ) team works to strengthen monitoring and evaluation (M&E) and quality improvement (QI) activities across PIH, including provision of on-site and remote technical assistance to in-country MEQ teams, increasing capacity through mentoring and training in data quality assurance, analysis, and utilization. The Boston team also helps with the development and implementation of electronic data systems, in close collaboration with the Medical Informatics and Clinical teams. Boston MEQ is responsible for building sustainable systems for data sharing and use within and across teams, to support data-driven program management and effective fundraising, grant writing, and communications in the increasingly data- oriented global health landscape. Position Overview The person filling this role will be a hands-on technologist with strong experience in assessing organizational information system needs and designing, developing & launching technology solutions. This person must be able to think outside the box, finding effective solutions to help design and implement information technology systems for PIH. He/she will utilize the Global Health Delivery Partnership and network with other health-focused organizations to develop a learning community on health information management within the complex parameters of public sector accompaniment and low-resource constraints in which PIH works. The role requires a diverse skillset, including strong technical skills in programming, database design, and exceptional communication and collaboration skills with internal and external stakeholders. The Strategic Information Systems Manager will provide essential leadership to the MEQ team in the emerging sector of global health information, to help strategically position PIH at the forefront of data utilization. Primary Responsibilities Project Management (40%) Lead the development and implementation of key monitoring and evaluation systems for PIH, including DHIS2 and other non-EMR systems. Define information systems project scope, deliverables, timelines and resources that support organizational goals, in collaboration with PIH senior management and stakeholders. Guide in-country clinical and information systems stakeholders in gathering requirements for electronic systems, to ensure that new tools fit the specific needs and constraints of clinical and operational initiatives. Supervise and mentor junior MEQ team staff on relevant projects Systems Integration and Development (30%) Maintain and articulate a vision of the organizational landscape to ensure all departmental systems integrate into a coherent whole. Serve as the primary MEQ point person for collaboration on overlapping MEQ and Medical Informatics priorities and projects. Consult with internal clients (e.g., HR, Finance, Supply Chain) to design, develop, and implement data solutions supporting their programmatic needs. Ensure those projects integrate into the broader HIS strategy at PIH. Determine technology solutions that are optimal for achieving PIH short and long- term goals, with collaborative inputs from a wide range of internal stakeholders and external requirements (e.g. grant specifications). Work closely with the MEQ team’s GIS & mHealth Specialist to streamline implementation of technology solutions across a wide range of projects. Keep up to date with current software for mobile data collection and mHealth research. Technical Assistance and Data Analysis (20%) Analyze and synthesize process and outcome data from sites to provide feedback to clinical teams for purpose of programmatic improvement. Develop guidelines and toolkits to help PIH colleagues maximize the effective use of existing data systems. Strategically support ongoing data quality initiatives, including coordinating data audit analyses and standardizing data quality checks for sister site teams. Drive the use of mobile and emerging technologies in data, including using mobile devices for data collection, and facilitating the expansion of mobile health projects. Partnerships (10%) Interface with other organizations and NGOs, utilizing the Global Health Delivery Partnership, to understand what partners are doing and how we can learn from each other (e.g. Brigham iHub, MIT and Harvard CS departments, etc.) Support clinical and health information teams at sister sites in strengthening data feedback loops and in implementing data-driven quality improvement projects. Collaborate with the Development team on crafting proposals that fully utilize PIH’s overall health information systems and that contribute dedicated resources for further building those systems.

Qualifications: Master’s degree or equivalent work experience in Technology Management, Public Health, Public Administration, Business Administration, Information Systems, or related field. Demonstrated experience with database management, manipulation of large data sets, and high-level programming languages (Python, R, etc.) and operating systems (Windows, Unix/Linux) Software skills with mobile health platforms (ODK, XLSform, CommCare, etc.) Working knowledge of information management systems and relational databases (e.g., Salesforce, Epi Info, Red Cap, MS Access) Specific experience with DHIS2 highly desired Strong communication and writing skills Ability to work with minimal supervision and independently lead projects Experience living and/or working in resource-constrained environments strongly preferred 5-8 years of work experience in information systems and project implementation/management preferred Working proficiency in French, Haitian Kreyol, and/or Spanish preferred Willingness to travel (15-25%)
