Position Description: Under the supervision of the Communicable Disease Program Manager, provides leadership and management for the HSR 4/5N HIV/STD Program. Supervises HIV/STD program professional and support staff directly and indirectly. Response to formulate and implement plan with other Communicable Disease Program Supervisors that integrate all CD activities into a comprehensive management system. Responsibilities involve the establishment of program goals and objectives, the development of program guidelines, procedures, policies, rules and regulations. Develops schedules, priorities and standards for achieving program goals. Develops budget request to achieve program goals. Evaluates program activities. Coordinates program activities with Texas DSHS service contractors, local health departments, private physicians and others. Work is performed with extensive latitude for use of initiative and independent judgement. Works with other program managers to promote and protect the health of the citizens of Texas.

LEADERSHIP: Directs the HIV/STD Program to prom promote the mission of DSHS. Uses current prin principles of management to supervise and/or dire direct the activities of professional, tech technical and administrative staff. Main Maintains contact with HSR 4/5N leadership (Reg (Regional Medical Director, Deputy Regional Dire Director, Communicable Disease Program Mana Manager, DHSH Central Office, and other auth authorities who are involved in the over oversight of HIV/STD services. Visit with prov providers, contractors, clinics and field offi offices to consult and update regarding prog program achievements, problems, and/or plan planning. Uses performance documentation and and quality improvement processes to coach staf staff for maximum performance. Upholds the stan standards of the DSHS Code of Conduct as an exam example to others.(30%)

BUDGET: Uses initiative to assure program ma management within budgetary limits. Oversees th the preparation of the annual budget re request. Establishes and directs a routine pr process to anticipate needs, make pr projections, monitor expenditures, and make bu budgetary adjustments to assure maximum ef efficiency. (25%)

TECHNICAL PROGRAM: Establishes HIV/STD Prevention Program goals and objectives with consideration for funding source needs and requirements. Develops and/or approves monitoring systems, schedules, priorities and/or standards for achieving goals. Directs program evaluation; devises strategies for improvement. Develops program guidelines, policies, and standard operating procedures. Provides technical assistance to other HSR 4/5N programs in areas of program responsibility. Supervises the preparation of manuals, educational materials, and informational programs. Directs a strong training component to assure a broad range of technical learning and skill development for internal and external customers. Responsible to be well informed about relevant scientific, technical, legal, and fiscal developments related to AIDS, HIV infection, STD and other communicable di diseases. Assists in planning, development, an and operation of external facilities that co contract with DSHS to provide HIV/STD se services. Establishes and manages a system to to process complaints and assures compliance wi with the Communicable Disease Act and other re relevant laws. Provides support to the Co Communicable Disease program as needed.(25%)

ADMINISTRATION: Directs the preparation of program reports. Regularly updates Communicable Disease Program Manager regarding programmatic activities. Informs CD Manager immediately when emergency or urgent issues arise. Attends staff meetings regularly. Promotes quality by supporting quality teams, special projects and work groups. Responsible for employee safety programs. Performs other duties as assigned including but not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (20%)
