Position Description: Community Catalyst’s Children’s Health Initiative seeks to improve the health and wellbeing of children by ensuring that all children and their families have access to high quality health care. We identify and promote new and proven ways to increase coverage and access to services, strengthen benefits, and leverage the health care system to address the social and economic determinants of health. We approach all of this work with the goal of lifting up the consumer voice, with particular attention paid to communities that have struggled to be heard in health care decision making and face higher health disparities.

The State Advocacy Manager (SAM) manages relationships with state-based advocacy organizations throughout the country, providing advocacy campaign guidance to consumer advocates, providers and policymakers who are working to improve state and local health programs to better serve the needs of children and families, particularly children of color.

The SAM will have the opportunity to support two state pilots that are focused on strengthening state and local partnerships to protect and enhance Medicaid. In addition, the SAM will support a several other states working with advocates on cutting-edge health advocacy campaigns in their efforts to expand coverage, access and benefits, and strengthen opportunities for prevention for children and families.

The State Advocacy Manager will be an active member of the Children’s Health Team and its State Advocacy Managers Team. The successful candidate will be a leader and catalyst in the design and implementation of cutting-edge health advocacy campaigns with some of the best health advocacy organizations in the country. The State Advocacy Manager is supervised by the Project Director, Children’s Health Initiative.

Responsibilities: ? Manages relationships with state- based and community-based partner organizations, working with health advocacy organizations from a variety of states, managing day-to-day relationships, grants and program requirements. ? Offers timely, efficient, and tailored support to state-based partner organizations from several states, in the following areas: o Campaign Strategy o Policy analysis o Coalition-building o Grassroots education and outreach o Strategic communications o Generating resources, including funding o Evaluation • Coordinates and works closely with other Community Catalyst program staff to maintain up-to-date knowledge of local, state and federal policy initiatives affecting children and families as well as advocacy strategies used in other states in order to identify potential issues and/or opportunities for state partners. • Contributes to training and educational activities for staff and advocates, such as our learning community for advocates (webinars, listserves and knowledge management/sharing); development of materials including toolkits, issue briefs and reports; planning in-service trainings, workshops and conference activities. • Contributes to success of the Children’s Team programs through proposal development, management and strategic direction of the grant program and other projects as assigned.

Qualifications: Competencies and Qualifications Required • Bachelor’s plus 5 years, or Master’s plus 2 years • Commitment to social justice and experience in social change activism such as: legislative advocacy or political/policy issue campaigns; grassroots organizing; working with coalitions and stakeholders; and/or implementing communications strategies; interest in health equity including identifying and addressing structural and institutional racism through equitable policymaking and programming • Proven skills in leadership, relationship development, collaboration and team building • Demonstrated experience and knowledge of the political process and its interface with health policy • Knowledge of health policy issues related to public health and social service programs serving low-income consumers (e.g. Medicaid, CHIP and Title V) • Proven written and verbal communications skills, including experience with public speaking, training, facilitating, and/or coaching • Ability to convey complex information in writing and speaking so that it is easily understood by the public • Strong organizational skills, including the ability to manage multiple tasks at once, respond to tight timelines, pay attention to detail, and operate effectively in a fast-paced environment • Highly-developed attention to detail, with the ability to manage effectively in a fast-paced environment • Ability to work in highly collaborate, team-like environment while also being able to work independently on projects and tasks • Ability to work with diverse groups of people • Ability to travel • Bilingual/bicultural background highly desirable • A passion for developing relationships and managing these relationships across state boundaries
