Position Description: We seek a master’s-prepared epidemiologist or analyst with expertise in data management, statistical analysis and the ability to work successfully with partners from various governmental and non­ governmental organizations.

The Data Analyst will report to the Program Director and will work closely with other sections of the Health Department to manage, integrate and analyze public health and health care data from a variety of sources, including: • The Pennsylvania Health Care Cost Containment Council (hospital discharge data), the state Departments of Health (birth and death data, hospital licensure, complaints database), Human Services (and its contracted Medicaid managed care insurers), Insurance (including SCHIP), and the Department of State and private insurers in the region.

Duties and Responsibilities: This position is responsible for the analysis of health care information, obtained from various public agencies and other health system sources, including clinical, financial and demographic data. It requires careful data preparation, integration and analysis for the purpose of promoting information sharing among the various health delivery systems throughout the city. Additional requirements include knowledge and proficiency with analytical tools (SAS- preferred, SPSS, R), knowledge of data analysis methodology and relational database management systems like Oracle, SQL Server, DB2. The position will require strong communication skills and a dedication to high quality work. Individual must be committed to constructive interaction with other areas of the organization, including IT staff, other data analysts and senior leadership.

• In collaboration with the Program Director, designs research questions and projects; constructs research instruments; conducts research using bibliographic and various other data collection methods; designs and constructs computer files, analytical processes and output reports for research projects. • Performs evaluation and analysis of data using standard statistical and ethnographic methods; prepares reports documenting results of findings and recommendations may participate in formal or informal presentation of research findings. • Confers with departmental representatives; reviews policies, procedures, forms and systems used for data collection. • Designs new or modifies current systems and programs, based on assessed needs using a non-procedural language; performs related duties, which include modifying computer databases, designing source and output documents, developing schedules for the input of data and testing of new programs; may provide training for staff members and providers when new procedures are implemented or old procedures revised. • Designs and maintains summary reports for staff use or for state reporting purposes; designs programs to elicit special statistical or analytical reports upon request; assists the Director in evaluating such requests for appropriateness of purpose, methodology and desired outcome. • Reviews literature and investigates new techniques in program analysis and evaluation. • Develops procedures and devises methods of monitoring information received to ensure information is complete and accurate; designs and implements procedures and programs.to update information. • Participates in developing grant proposals for research evaluation and information systems projects. • Assists in the preparation of Departmental reports, such as the Vital Statistics Report for Philadelphia. • Performs related work, as required. • Perform complex data analysis in support of ad-hoc and standing user requests. • Develop programs, methodologies, and data sets for analyzing and presenting data. • Research new data sources and analytical tools; contribute to new application development and data quality improvement efforts. • Use and support database applications and analytical tools: evaluate data quality, applications and functions, produce output, maintain operation and resolve data access and interface issues. • Raise awareness of and familiarity with data issues and events affecting program efforts.

Qualifications: Skills Required: • Proficiency (intermediate to advanced) in SAS (preferred), SPSS, STATA or R • Analytic and research skills, including literature review skills and GIS skills • Strong written and verbal communication skills • Proficiency with Microsoft Office applications • Prefer candidates with some acquaintance with health services research and health services databases

Education and Experience: Completion of a Master's degree at an accredited college or university in public health, epidemiology, biostatistics or a related field. At least three (3) years’ experience in a professional setting performing data analytic activities.
