Position Description: The Department is seeking a Director for the Bureau of Environmental Public Health. This experienced manager and leader will lead a motivated team of professionals to support and implement evidence-based approaches to environmental public health.

Leads and directs the Bureau of Environmental Public Health, which includes Air Pollution Control, Pest Management, Vehicle Inspection Program, Food Protection and Public Facilities, and Environmental Engineering. The Bureau is responsible for monitoring and administering a major contract for the county vehicle emissions testing program.

Develops and supports program operations that are effective, efficient, transparent, and responsive to customers. Assures that Bureau activities comply with applicable rules and regulations and meet standards for accreditation by the Public Health Accreditation Board.

Uses data from program performance, health outcomes, environmental monitoring, and other sources to guide strategic planning and overall direction of the bureau. Evaluates effectiveness of operations within bureau, participates in continuous quality improvement, and reports and communicates results.

Leads and facilitates inter-agency and policy approaches to improve health in the built and natural environment. Participates in the inter-departmental team for Health in All Policies.

Communicates and consults regularly and effectively with internal and external stakeholders, including the Tennessee Department of Health, the Tennessee Department of Environment and Conservation. Actively contributes to the department’s communications with staff and with the public.

Oversees and leads efforts to prepare grants and generate revenue in pursuit of departmental goals.

Develops and maintains a trained and competent workforce through effective hiring, training, and professional development activities.

Participates in effective leadership of MPHD by modeling its core values, participating in department wide strategic planning and quality improvement efforts, and collaborating with other managers and leaders to improve organizational effectiveness and service to the public. Supports and participates in departmental response to disasters and emergency events and performs other duties as assigned.

Qualifications: Graduation from an accredited college or university in environmental health, environmental toxicology, environmental engineering or a related field and five (5) years of progressively responsible full-time paid employment required. Four (4) years must have been in a public administration/supervisory capacity. Demonstrated success as a manager, administrator, leader and team builder required.

Preferred Education: Completed graduate degree in a directly related field and may be substituted for one (1) year of the required experience. Candidates with accreditations earned in a foreign institute are encouraged to apply.

Valid class “D” driver’s license, use of personal vehicle, and maintenance of valid personal vehicle insurance as required by Tennessee Law.

Preferred Knowledge, Skills and Abilities: Skill in written and oral communication. Ability to establish and maintain effective working relationships. Ability to articulate the principles, statutory authority, and scientific basis for environmental health and public health. Commitment to support the competencies, mission and goals of public health. Familiarity with operational management of public health programs, quality improvement methods, and with both regulatory and collaborative public health practice. Ability to articulate and communicate vision and to lead and collaborate with others in setting goals, developing work plans, delegating work, and directing and monitoring others. Successful manager and team builder. Training or familiarity with project management and quality improvement methods, and ability to mentor and develop managers and leader. Networking and relationship building skills. Cultural competency and ability to work with people of different ages and ethnic and cultural backgrounds. Uses data to drive decision-making, and adapts strategies and tactics to changes the policy and funding environment. Problem solving and strategic thinking.
