Position Description: Program Specialist IV Under the supervision of the HIV/STD Public Health Follow Up Team Manager, the Program Specialist IV performs advanced (senior- level) consultative services and technical assistance work on the HIV/STD Public Health Follow Up Team. The Program Specialist IV is responsible for ensuring organizations that enter into a written agreement with the Department of State Health Services (DSHS) to provide HIV, STD, and HCV programs deliver services that are consistent with the needs of the population to be served, in accordance with State and Federal mandates and program requirements. Ensures compliance with these requirements through formal site reviews, technical assistance visits, and desktop reviews. Works under minimal supervision, with considerable latitude for the exercise of independent initiative, judgment, and action. Administers and oversees HIV/STD/HCV prevention and control activities, particularly disease investigation and partner services, conducted by regional and local health departments. Plans and directs the development, implementation, and evaluation of HIV/STD/HCV programs provided by state and federal funded agencies. Works with a team and in collaboration with HIV/STD Regional and Local Health Department Program Managers. Collaborates closely with other DSHS Branches and Sections to develop and compose programmatic guidelines and standards. Performs the technical writing of standards, guidelines, technical assistance bulletins, policies, and procedures, which are distributed internally and externally. Develops methods to evaluate the activities of organizations to ensure adherence to federal and state guidelines and standards. Reviews and provides technical guidance on programmatic quality assurance plans. Performs advanced consultative services including, but not limited to, capacity development and technical assistance. Works independently and collaboratively to plan, develop, design, coordinate, implement, conduct, and evaluate training programs, workshops, and special projects for statewide public and private HIV/STD prevention workers. Develops, revises, and provides technical assistance and training/educational materials and support to programs. Creates reports, memoranda, correspondence, teaching aids, and other written documents. Helps to promote customized training when needs assessment determines training is necessary. Participates in special projects and represents the agency on committees and special projects.

Qualifications: Bachelor's Degree [or six years of HIV/STD Experience in lieu of Degree] HIV/STD Experience in Public Health, especially experience as a Disease Intervention Specialist (DIS) Quality assurance experience Consultation/training/technical assistance experience Writing skills
