Position Description: The Chief of the Local Capacity Building (LCB) Section, provides statewide leadership in a geographically large and programmatically complex project area. As part of the Branch Executive Management team, the LCB Section Chief will make strategic contributions to program planning and policy development, setting long-term and short- term program goals and objectives, and managing relevant grants and budgets. The Section Chief will spearhead two initiatives: - Congenital Syphilis Prevention-with a focus on strengthening local capacity to enhance early identification of syphilis among pregnant women and females of reproductive age, multidisciplinary partnership in prenatal case management, and quality assurance/technical assistance to ensure accurate treatment of mother and infant, and timely and accurate reporting of CS cases. - STD/HIV Integration-with a focus on HIV case finding among early syphilis cases and their partner, viral suppression through linkage and re-engagement to care for STD patients with HIV diagnosis, HIV prevention with referral to PrEP and nPEP, and STD case finding in HIV testing and care settings, with enhanced access to rectal/throat screening. The LCB Section Chief, will facilitate dialogue with Maternal and Child Health Programs, Office of AIDS (OA) and other state partners in order to strategically support local health department congenital syphilis and STD/HIV integration efforts, and facilitate inter-jurisdictional collaboration in areas of mutual interest. The incumbent will manage and supervise a team 4-8 professional staff in the Local Capacity Building Section to support these initiatives as well as broader local capacity building efforts. Program management experience and excellent communication skills are vital in this position, as the incumbent will coordinate local capacity building efforts across all sections of the branch (e.g. surveillance, disease intervention, health promotion, clinical services and policy development), with OA, and other partners. The Section Chief will collaborate with local health officials to assess local resources, workforce capacity and potential opportunities for program synergy and workforce development, providing consultation and technical assistance to local managers in the development of local policies, procedures, performance measures, and program improvement plans, and facilitate multi-jurisdictional capacity building through the monthly STD Prevention Capacity Building Webinars, and coordination of statewide meetings.

Qualifications: Required Qualifications • Bachelor's degree in related area and 5 – 10 years of relevant experience, or an equivalent combination of education and experience / training. • Strategic planning and/or program planning experience. • Experience providing technical assistance and/or capacity building. • Skill in developing and maintaining collaborations with diverse partner groups. • Grant writing and reporting expertise. • Extensive analytical / problem-solving skills • Strong communication and interpersonal skills to communicate with leadership, and lead and direct subordinates. • Supervision and management expertise. • Comprehensive project management skills.

Organization Description: The STD Control Branch is part of the Division of Communicable Disease Control within the California Department of Public Health. The Branch provides statewide leadership, policy development, and technical assistance to prevent the transmission of sexually transmitted diseases (STDs) and viral hepatitis (Hepatitis B and C) and their complications. The Branch conducts statewide surveillance, health promotion, training, medical consultation, evaluation and quality improvement activities, in collaboration with local health departments and other multidisciplinary partners and also provides mentorship to local health department staff in disease intervention, partner services and field investigation, mobilizing Branch field staff to support outbreak response for STD and other communicable disease. STD Control Branch work helps to enhance community awareness, and access to culturally sensitive, high quality diagnosis, testing and treatment for syphilis, gonorrhea, chlamydia, and Hepatitis C, and vaccine for Human Papilloma Virus (HPV) and Hepatitis B. Branch efforts help to: prevent congenital syphilis; enhance STD/Hepatitis knowledge and prevention among women, youth, and drug users; support HIV prevention among men who have sex with men; and promote positive sexual health.
