Position Description: Project Overview:

USAID Cambodia Malaria Elimination Project (henceforth, CMEP) will support the national goal of reducing malaria morbidity and mortality and controlling artemisinin-resistant malaria while developing a scalable, evidence-based elimination model and support its dissemination for malaria elimination in Cambodia. CMEP will strengthen the capacity of local partners, from national to peripheral level, to lead, manage, and implement interventions while simultaneously strengthen the malaria surveillance system to better inform and target control strategies and to monitor progress. CMEP will also engage communities and promote the involvement of the private sector, testing new tools and approaches as control measures are scaled.

Roles and Responsibilities: The M&E/SI Technical Advisor will be responsible for the following activities: ? Work closely with the Senior Technical Advisor for Malaria Programs and the Chief of Party to develop and maintain an integrated and coordinated portfolio of surveillance, program monitoring and evaluation (M&E) in support of project goals and objectives. ? Provide technical advice on tailoring of the surveillance system to meet data needs for malaria elimination, village level mapping, stratification of malaria cases, revisions of case investigation or other forms for malaria elimination activities and their incorporation into the national MIS. ? Responsible for development of comprehensive M&E plans, establishment of robust program monitoring system to include rapid response activities tailored to address risk, strengthening of referral systems within the public health system and from private sector or local organizations for malaria fever, conducting process assessments and undertaking outcome level evaluations. ? Work with CNM and other partners to promote the use of strategic information for program decision making and rapid response mechanisms. ? Conducts rigorous data analyze and work closely with project team, prepare all technical and program documents in high standard. ? Conducts M&E capacity development regularly for project staff, counterpart staff and sub-grantees to ensure quality data collection and use.

Qualifications: Minimum Qualifications:

Required Experience & Qualifications • Master’s degree (or higher) in public health, public policy, epidemiology, statistics, or related field; ? • At least seven years of work experience developing and implementing surveillance systems, monitoring systems and conducting evaluations, preferably in developing countries; ? • A high level of scientific and management expertise and substantial experience relevant to planning and implementing surveillance and M&E activities; ? • Knowledge of monitoring and evaluation practice and methods through training and job experience; • Strong quantitative and analytical skills; verbal skills and ability to communicate technical information clearly and effectively to both technical and non- technical colleagues; ? • Must have the ability to obtain, analyze, organize and interpret data and present findings in both oral and written form. ?

Desired Experience & Qualifications

• Experience with malaria programs or related public health programs; experience working with malaria prevention and/or elimination programs preferred; ? • Experience working with one or more international agency systems, preferably USAID;
