Position Description: The Virginia Department of Health (VDH) is seeking a visionary leader to direct the VDH Office of Health Equity. The Office of Health Equity operates as Virginia's designated State Office of Minority Health (SOMH), State Office of Rural Health (SORH) and State Primary Care Office (PCO) and serves an integral role in both the strategic direction and population health activities of the agency. This position serves as a Senior Advisor to the State Commissioner of Health on issues pertaining to the minority health, rural health and primary care planning efforts of the agency. Major duties of the position include: 1) providing expert programmatic direction to special populations (to include rural, minority, and other under-served populations) 2) conducting research to assess and define public health problems; 3) ensuring policies, programs, and services are designed, coordinated, and implemented for optimal outcomes throughout the agency, between agencies and within interested constituent groups; and 4) ensuring regulatory compliance of policies, procedures and practices related to minority health.

Qualifications: Minimum Qualifications The successful candidate will have extensive knowledge of: state and federal policies relevant to health equity; issues impacting minority and rural health; public health principles and practices; directing multi-disciplinary teams; analyzing data and facilitating successful outcomes. Candidate should have knowledge of research & program evaluation, policy development, legislative processes and development, health workforce and education, social marketing, & long range program planning. The successful candidate will have demonstrated knowledge of project management, team leadership and development, budgeting and grants management. Candidates should also have demonstrated abilities in analyzing and defining large scale complex problems, mobilizing resources, identifying diverse solutions, organizing and directing a combination of agency functions, evaluating scientific research and formulating public health policy. Effective oral and written communication is a must. Graduation from an accredited college or university in public health, public policy, public administration, health administration or a related field is required.
