Position Description: Project Summary: The Maternal Child Survival Program (MCSP) is a global USAID cooperative agreement to introduce and support high-impact health interventions in 24 priority countries with the goal of ending preventable maternal and child deaths within a generation. As a MCSP partner, R4D leads the health systems strengthening and equity team which encompasses activities at global level and with country programs. R4D’s approach to health systems strengthening looks at ways to holistically address system-level barriers to provide high-quality RMNCAH. By supporting local changes agents on these systems-strengthening efforts, countries can achieve sustainable improvements to equity, coverage, quality, and efficiency of RMNCAH services.

R4D works in collaboration with MCSP partners that support the delivery and scale- up of RMNCAH interventions, and specifically focuses on: • improving sub-national management systems and capacity; • incorporating financial planning and analysis into sustainability planning, and • monitoring and improving the design of identified pro-equity interventions targeting the poor.

Opportunity: R4D is seeking a Program Officer (PO) to support the USAID-funded Maternal Child Survival Program (MCSP) as part of the Health Systems and Financing (HSF) team part of R4D’s Global Health portfolio. While it is envisioned that the PO will primarily support the MCSP program, work on other R4D health projects, such as the Health Finance & Governance (HFG) project, may also be a portion of the PO’s scope of work.

The Program Officer will provide project management, technical analysis, facilitation and assistance to in-country partners, produce analytic papers and products, and support knowledge management and communications for MCSP and the overall R4D HSF team. The PO will also take part in presenting R4D’s work to internal and external audiences and identify ways, through new business efforts, to expand current work.

This position is based in Washington, D.C. and will report to the R4D MCSP Senior Program Director.

Other responsibilities will include, but are not limited to: • Leading the development, implementation, and monitoring of project work plans and managing day-to-day operations of project team • Overseeing completion of major MCSP deliverables by supporting research, qualitative and quantitative analysis, writing, etc. • Leading key meetings and technical events, including developing agendas and background materials, presentations, summary reports, and follow-up actions • Developing, managing (i.e., coordinating) relationships with project funders and other key stakeholders, including producing periodic progress reports and other materials requested by funders • Identifying, pursuing and managing strategic partnerships and collaborative relationships with internal and external stakeholders including project partners, key experts, and in-country contacts • Developing knowledge management (KM) and communications strategies to support the dissemination, translation, and use of knowledge products related to the MCSP • Monitoring project expenditures, procurements of external consultants, payments to consultants and sub-contractors, and invoicing funders • Coordinating day-to-day project operations and performing other duties as necessary

Qualifications: The ideal candidate will be a driven and strategic thinker who is highly motivated and enthusiastic with the ability to work independently as well as collaboratively as part of a team to produce and present high quality outputs. The PO must be able to effectively manage competing deadlines and work streams, exercise excellent judgment and be able to manage their composure under pressure. Strong analytical skills and experience analyzing data is required, with extremely strong attention to detail, written and oral communication skills (i.e., report writing and presentation skills).

Qualifications: • MA + 3 years of relevant work experience OR BA with 5 years of relevant direct work experience • Prior work experience working in international health systems, health systems strengthening (HSS), health care financing, and/or maternal and child health (MCH) in low- and middle-income countries • Experience conducting costing and/or cost-effectiveness analyses related to HSS and/or MCH projects • Excellent analytical skills and experience analyzing data • Willingness to travel internationally (approximately 10-30% depending on needs of project)
