Position Description: Project Summary: R4D is leading in the implementation of the 5-year USAID-funded African Collaborative for Health Financing Solutions (ACS) project working with regional bodies and country-led multi-stakeholder platforms to share knowledge, strengthen accountability and promote health financing policies and processes that advance Universal Health Coverage (UHC) in Sub-Saharan Africa (SSA). ACS mobilizes a diverse team of African Experts and international organizations to support learning and accountability for UHC at country and regional levels.

The ACS project will provide support to country and regional stakeholders in order to better navigate their own path to UHC and aims to avoid redundancies and find synergies with existing initiatives working on UHC and health financing. As such, we work with partners to amplify existing efforts and respond to demand for bolstering skills in facilitation, learning processes, communication and accountability that will help evidence-based solutions gain traction.

In collaboration with national and regional organizations, the project will build on existing initiatives to mobilize a diverse team of African experts and international organizations, including Duke University’s Global Health Innovation Center and Feed the Children, in support learning and accountability for UHC.

Opportunity: R4D is seeking a Senior Program Officer (SPO) - Advocacy and Communications Advisor to lead the development and implementation of ACS’s in-country and regional communication and advocacy strategy which will include translating ACS’ work into appropriate and coherent messages to support movement towards UHC in Sub-Saharan Africa. Working closely with other ACS team members, and under the technical leadership of the Accountability Technical Lead, the SPO- Advocacy & Communications Advisor will be responsible for supporting the development and implementation of the project’s overall advocacy and stakeholder engagement efforts and ensuring excellent information management and producing internal and external advocacy communications products to national and regional stakeholders, as well as program staff. This position will will report to the ACS’s Program Director and is a full-time fixed- term position for 5 years. Other responsibilities of the SPO - Advocacy and Communications Advisor will include, but are not limited to: • Lead the development and implementation of ACS Communications Strategy that is strongly linked to the Project’s Advocacy Strategy • Contribute to the design of an evidence-based advocacy strategy to support the move towards UHC in the project- supported countries and at the regional level • Help to document project-based learnings and best practices so that we can adjust our mode of implementation as we go • Coordinate the effective communication of ACS’ key messages and strategic direction through the communications strategy, with the aim of raising the profile and the visibility of the project • As a part of this strategy, distill and disseminate research findings and key lessons from project implementation at knowledge sharing platforms including publishing articles to increase learning and use of knowledge in health financing for informed decision-making towards UHC goals • Contribute to multilateral and multi- stakeholder advocacy efforts at country and regional levels to drive impactful outcomes on UHC • Ensure consistency of strategy, messaging and brand identity of ACS in- country and regionally • Provide a framework within the Project for effective communication with external stakeholders • Design a communication plan for the ACS’ publications, including timelines, targeted audience and suggest production medium • Create content and manage online communications, including results, best practices success stories, opinion pieces, blogs and other communication materials for use in dissemination channels outlets and social media, and in line with our Branding and Marking Plan • Identify and pursue media opportunities, including preparation and dissemination of blogs and press releases

Qualifications: We are seeking a driven and highly motivated individual who has outstanding written and verbal communication and creative design skills for this role. They must have prior people and program management experience with an engaging and approachable leadership style. The SPO-Communications Advocacy Advisor must be able to successfully prioritize and manage workflows and projects within tight deadlines, be able to create strategic partnerships and successfully manage relationships with a wide variety of internal and external stakeholders in multicultural environments (i.e.: consultants, program partners, and other key experts engaging in reforms). French language skills a plus. Qualifications: • MA in communication, international development, media/international relations, public health or related areas of study • 10 years’ experience in communications, public affairs, media relations related to health advocacy • Understanding of and experience with USAID Branding and Marking Plans • Familiarity with current trends in health financing and UHC • Previous people and project management experience required and significant experience in similar positions, particularly for USAID funded projects • Experience developing and implementing communication and advocacy strategies successfully • Experience having worked within governmental and multilateral settings and in coordination with multi-stakeholder projects across multiples countries • Excellent analytical skills and the ability to translate and communicate complicated issues/information • Innovatively forge approaches, linkages and presentations/pitches to key stakeholders • Experience planning and delivering communication and field-based advocacy initiatives • Ability and composure to quickly adapt to complex and dynamic situations, face changing organizational priorities and/or challenging environments • Willingness to travel to project countries as needed
