Position Description: The Public Health Nurse Manager position is a full-time, state position based in Culpeper, VA or Warrenton, VA and serves all locations within the Rappahannock Rapidan Health District (Culpeper, Fauquier, Madison, Orange and Rappahannock counties.) The position will oversee all operations of a comprehensive nursing program, and work with the Health Director, Management Team, district Public Health Nurses, and community stakeholders to develop and implement strategies that emphasize population health-based nursing practices in all programs. The incumbent will provide leadership and expertise in public health nursing and will directly supervise two nurse supervisors, Immunization Action Program Nurse and the WIC program supervisor. Additional responsibilities include:

Additional responsibilities include: - Assures smooth clinic flow and excellent c customer service, providing technical a assistance as needed, performing regular e evaluations and coaching, promoting staff r retention and reporting concerns to Health D Director. - Assures sites function efficiently and are i in compliance with relevant state, federal a and local regulations. - Conducts quality assurance activities. - Develops and implements policies and p procedures that guide and support clinical s services. - Incorporates and leads relevant changes in nursing programs as guided by local Community Health Improvement Plans and the Virginia Plan for Well-Being. - Develops and writes grant proposals to foundations and other grant-making organizations, persuasively communicating the organization’s mission and programs to p potential funders. - Assists to develop and monitor nursing p program specific budgets. - Coordinates program outreach events and provides information about services to health care providers, community partners, and community residents to improve the community’s health. - Actively participates in management m meetings and interdepartmental meetings, as w well as community partnership meetings. - Assesses employee job performance and p participates in the evaluations process - Hires, orients and trains new staff. - Facilitates regularly occurring staff meetings, and conducts staff in-services on r relevant topics as needed. - Performs all other related duties involved in in the operation of the nursing program as as assigned or required

Qualifications: Minimum Qualifications Must be licensed or be eligible to be li licensed as a Registered Nurse in Virginia. Knowledge of principles and practices of p public health nursing including federal and s state laws, regulations, and policies r regarding public health programs; p principles, practices, and administrative r requirements of a nursing program; m management principles and practices, i including work planning, employee s supervision and resource allocation; p principles and practices of program planning a and evaluation including community health a assessments and community health improvement p plans; principles and practices of direct c client service delivery; practices and t techniques of programmatic analysis and r report preparation; budgetary, financial m management, auditing and contract a administration practices; computer a applications related to the work; office a administrative practices and procedures, i including records management and the o operation of standard office equipment. Ability to manage a comprehensive nursing program; plan, supervise, review and evaluate the work of a multi-disciplinary sta staff; plan, monitor and evaluate program and and service delivery effectiveness of the pro program; identify programmatic and ope operational problems, investigate and eva evaluate alternatives and implement eff effective solutions; interpret, explain and app apply complex regulations, policies and pro procedures; prepare clear, accurate and eff effective reports, correspondence, policies and and other written materials; represent the dep department in meetings with others and make eff effective presentations to diverse groups; org organize and prioritize work and meet cri critical deadlines; direct the maintenance of of accurate records and files; exercise tact and and sound judgment within established pol policies and guidelines; establish and mai maintain effective working relationships. Preferred Qualifications Baccalaureate or higher degree in nursing or h healthcare administration from an accredited c college or university or equivalent e education and experience preferred. Prior V VDH program experience highly desirable; B Bilingual (Spanish and English) with ability t to converse fluently in both languages p preferred.
