Position Description: GENERAL STATEMENT OF DUTIES

Serves as chief administrative officer for the Saginaw County Department of Public Health under the general direction of the Board of Commissioners and County Controller/CAO, and advisory direction of the Board of Public Health. In accordance with policies established by the Board of Commissioners, plans,develops, implements, and evaluates initiatives, programs,services and practices to protect and promote the health of individuals,families and the community. Carries out the powers and duties as defined in the Michigan Public Health Code and assures delivery of public health services to the community. Performs administrative functions such as strategic planning, budgeting, policy development, emergency preparedness planning, workforce development, interpretation and enforcement of Public Health laws and regulations, quality assurance, public relations and program evaluation. Directly responsible for the daily operation of the department and represents the County on all matters of public health concern. Develops and implements policies,protocols, and procedures to ensure the cost-effective utilization of available resources. Actively pursues opportunities at the local, state, and federal levels to expand the resources available to meet Department goals and the public health needs of the County. Provides leadership, direction, and supervision to a large staff of managerial,professional, technical and support service employees.

Qualifications: QUALIFICATIONS M.P.H. or M.S.P.H. degree and 3 years of full-time public health administrative experience, or a related graduate degree and 5 years of full-time public health administrative experience, or a bachelor’s degree and 8 years of full-time public health experience, 5 years of which shall have been in the administration of a broad range of public health programs. Must meet requirements of and be certified by Michigan Department of Health and Human Services as a Health Officer. See required public health experience above that is prescribed by the Michigan Department of Health and Human Services pursuant to the Michigan Public Health Code. Must have extensive knowledge of public health administration, possess management and leadership skills, and have the ability to relate to all segments of the community. Analytical ability, planning skills, the ability to handle difficult, emotional people, and excellent communication skills are essential.
