Introduction This position is located in the Office of the U.S. Global AIDS Coordinator, U.S. Department of State, Washington, D.C. The incumbent serves as a Public Affairs Advisor (Digital Media Specialist/Webmaster) in the Public Affairs and Communications unit, performing a wide range of duties and responsibilities in support of the Director, who provides overall leadership and guidance on the development, implementation and evaluation of strategies and interventions in this area for the U.S. President's Emergency Plan for AIDS Relief. Major Duties and Responsibilities The incumbent is responsible for the content design, development, and management of, the official Website of the President’s Emergency Plan for AIDS Relief (PEPFAR) and maintenance of the PEPFAR dashboard; serves as back-up for social media content management and development; develops digital media strategic plan; creates graphics (infographics and other graphic presentations of key information); and monitors and reports analytics. Supports the Director of Public Affairs and Communications in developing and executing public affairs activities, particularly digital media activities, to advance the U.S. President’s Emergency Plan for AIDS Relief’s (PEPFAR) mission, goals, and strategic principles. Responsible for the planning, content design, creation, development, and management of, the official public Website of the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). In this capacity, generates, revises, and updates pages, as well as creates and modifies appearance and setting of the site. Coordinates with S/GAC senior management officials and functional area Directors or their representatives to ensure that these external and internal web sites provide a comprehensive, up-to-date body of information that supports the strategic goals and objectives of PEPFAR. Manages the content design, development, and maintenance of the PEPFAR dashboard. Develops and posts infographics and other graphics to that represent PEPFAR key messages in a more visual format. Regularly develops and posts materials around major events, observance days, and key themes with relevance to PEPFAR. Serves as back-up to the Public Affairs Advisor/Digital Media Specialist for Social Media on social media and social networking content management and development issues, including the preparation of blogs and materials for social networking channels (e.g., Facebook, Twitter, and Flickr). Writes digital media strategic plan, setting goals and objectives and outlining the PEPFAR’s digital media activities. Monitors and reports analytics. Prepares monthly reports analyzing,, and social media analytics and metrics, as well as reports focusing on specific campaign or promotional efforts and pages. Examines and analyzes site traffic. Serves as a liaison with IT staff on debugging and troubleshooting of issues that arise with the performance of and/or, including content and links. Integrates new and emerging technologies in Web and social media efforts. Creates graphics—including infographics—that provide a visual presentation of data and other information reflected in PEPFAR key messages. Regularly works with digital media specialists/Webmasters of the U.S. government departments, agencies, and field units implementing PEPFAR to promote internet content and image that is coordinated, comprehensive, consistent, and timely. Provides advice to management officials to solve issues of content or presentation in disseminating information via the internet and extranet to other Executive Branch departments and agencies and external entities. Ensures that the internet and extranet sites comply with all U.S. Government and Department information security policies, principles and practices. Prepares and implements Web and social media strategies. Identifies potential topics for inclusion in internet and social media campaigns that could be of interest to the functional area representatives. Performs other duties as assigned.

Background The Office of the U.S. Global AIDS Coordinator and Health Diplomacy (S/GAC) oversees and directs all resources and activities of the U.S. government (USG) response to global HIV/AIDS to implement the President’s Emergency Plan for AIDS Relief (PEPFAR), including USG contributions to the Global Fund to Fight AIDS, Tuberculosis, and Malaria, and relations with other bilateral and multilateral organizations. PEPFAR is the largest commitment made by any nation to combat a single disease internationally, which operates in nearly 60 countries through bilateral and regional programs to end AIDS as a public health threat. PEPFAR- supported programs are implemented under the leadership of the Department of State and through a multitude of USG agencies, including U.S. Agency for International Development, the U.S. Department of Health and Human Services, including the Centers for Disease Control and Prevention, the Health Resources and Services Administration, the National Institutes of Health, the U.S. Department of Defense, the U.S. Department of Treasury, and the Peace Corps. Since PEPFAR’s launch in 2003, $70 billion has been invested through PEPFAR to address HIV/AIDS globally and the annual budget is approximately $6 billion per year. The program is funding over 4,000 employees around the globe and in the implementing agencies. PEPFAR is driven by a shared responsibility among host nations and other donors to make smart investments to save lives. Due in large part to U.S. leadership, tremendous progress has been made in the fight against the global AIDS pandemic. As of September 30, 2015, PEPFAR is supporting life-saving antiretroviral treatment for 9.5 million people. Of these individuals, 5.7 million are receiving direct support. An additional 3.8 million are benefiting from essential technical support to partner countries. As of September 30, 2015, PEPFAR has supported more than 8.9 million voluntary medical male circumcision procedures in Eastern and Southern Africa to reduce the risk of HIV transmission. In Fiscal Year (FY) 2015, PEPFAR provided care and support for more than 5.5 million orphans and vulnerable children. As of September 30, 2015, PEPFAR is supporting training (including pre- service training) for more than 190,000 new health care workers in PEPFAR- supported countries to deliver HIV and other health services. In FY 2015, PEPFAR supported HIV testing and counseling for more than 68.2 million people, providing a critical entry point to prevention, treatment, and care. In FY 2015, PEPFAR supported HIV testing and counseling for more than 14.7 million pregnant women. For 831,500 of the women who tested positive for HIV, PEPFAR provided antiretroviral medications to prevent mother-to-child transmission of the virus. Due to PEPFAR support, 267,000 babies that would otherwise have been infected were born HIV-free in FY 2015 alone. The U.S. Global AIDS Coordinator and Special Representative for Global Health Diplomacy, who leads PEPFAR and S/GAC and reports directly to the Secretary of State, oversees and directs all resources and activities of the U.S. Government to implement PEPFAR. S/GAC leads an integrated U.S. global HIV/AIDS prevention, treatment and care response and works with partner governments, multilateral organizations, the private sector, faith-based and non- governmental organizations to foster engagement in the fight against HIV/AIDS.
