Division & Project Overview: The International Development Group (IDG) is one of three international program divisions at URC/CHS and manages health and education programs. The Research Advisor will support various research activities under the HRH2030 project which contributes to increasing the sustained availability, accessibility, acceptability, and quality of the health workforce. Additionally, the Research Advisor may contribute to other URC-IDG research projects in the areas of Maternal Neonatal Child Health (MNCH) and Global Health Supply Chain. Job Description Reporting directly to the Director of Implementation Science, the Research Advisor will serve as a member of a team of technical specialists and researchers and be responsible for carrying out mid-level research tasks in support of the HRH 2030 project. As requested, the Research Advisor will contribute to the development of technical deliverables for other divisional research assignments.

Roles and Responsibilities: • Conducts advanced statistical analysis of secondary data sources including DHS, SPA, MICS and other large-scale household and health facility surveys. • Investigates approaches to HRH, Global Health Supply Chain and MNCH issues and challenges documenting ‘what works’ effectively and cost-efficiently in pilots and at scale. • Supports quantitative and qualitative research, synthesis, dissemination and use of new knowledge within a project or organization such as: conducting special analytical tasks and reports, including gender and other analyses. • Develops or directs the development of innovative and creative technical solutions to research problems, questions, and issues using or extending state-of-the-art methods. • Supports in the development of timely research reports and assists in the dissemination of results to diverse audiences in order, to build knowledge for the program/project, country and wider field. • Facilitates related events, work group meetings and communications. • As requested, engage and support the technical deliverables of other research projects within the IDG division • Reviewing and synthesizing HRH literature and proposing framework based methodologies • When requested, support on new business development

Minimum Qualifications:

Required Experience & Qualifications • Doctorate in public health or related discipline with experience in interdisciplinary health services, operations, and/or implementation research; • Five years of relevant professional experience in health services, technical support, and/or applied research activities such as experimental, non-experimental or retrospective study designs with some international experience in resource limited settings; • Qualitative and quantitative research experience required in public health including advanced statistical • Ability to work in cross-cultural environments with partners and other collaborators; • Problem solving skills working on and providing expert inputs into complex projects in challenging environments; • Ability to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs; • Knowledge of health services/implementation research and evaluation methodologies, program design, and implementation; • Deep technical knowledge of public health issues in LIMCs, preferably in the areas of HRH, MNCH and/or Global Health Supply Chain and the capacity to stay abreast of new developments in the field; • Strong interpersonal communication and excellent oral communication and writing skills with strong attention to detail; • Ability to work effectively with a broad range of partners and in a team environment; • High degree of judgment, maturity and originality; • Willingness and availability to travel;

Preferred Experience & Qualifications • Experience with USAID field programs; • Competence in a major foreign language; • Experience in advanced statistical analysis and STATA, SPSS or similar software.
