Position Description: Responsibilities:

The Office of Quality and Patient Safety, Division of Information and Statistics (DIS) is seeking a Program Research Specialist II (PRS II) to conduct data abstraction, management, and analysis of opioid-related hospitalizations and fatal overdoses within communities across the state. The incumbent will provide critical data on opioid use, misuse, and mortality, both with heroin and prescription opioids, to combat the heroin and opioid epidemic in the state. The data will be captured as part of the Governor’s legislation and federal grant deliverables to ensure results are disseminated to key stakeholders, communities, and others working to prevent or respond to opioid overdoses in New York. The PRS II will work closely with internal and external guidance teams, in- kind grant contributors, and the Division’s analytic team on all associated data and analytics. Specific duties include: implementing tools, queries or applications to analyze and evaluate data and inform mandated functions; profiling data to measure quality and integrity of data collected; performing continuous quality improvement of data to implement and maintain project needs; providing data analytics to identify and support emerging trends; and preparing statistical reports of data and analytical findings. Other related duties as assigned.

Qualifications: Minimum Qualifications:

Bachelor's degree in Public Health, Epidemiology, Statistics, Mathematics, Computer Science or a related field and two years of research experience in the collection and evaluation of data. A Master's degree may substitute for one year of the research experience.

Preferred Qualifications:

Proficient in the use of SQL, SAS, and Microsoft Excel. Experience working with health care-related data. Experience with extracting, sorting, and merging of large data sets for the application of higher order analysis. Experience preparing statistical reports for public presentation. Background with data methodologies, statistics and software tools, relational databases, and linkages of large, complex, administrative data systems.
