Position Description: This position is located with the Division of Health Improvement and Equity in the Bureau Health Services.

Serves as the Director of the Health Improvement and Equity Bureau, overseeing the Population Health Data Manager, Communications Specialist, Community Engagement staff, Health Economist, and Health Equity Specialist.

Leadership and Planning: Provides Leadership, direction and supervision to the Health Improvement and Equity (HIE) staff with emphasis on: (1) strategic planning and management (aligning with the Agency's strategic plan and public health priorities); (2) Ensures the coordination of Bureau activities with other DHEC programs and projects (e.g., Environmental Affairs, Public Health Statistics, Public Health Accreditation); (3) Ensures the coordination and integration of activities at the community level with special emphasis on health equity; and (4) Ensures the integration of health economics to better understand the financial impact and return on investment for DHEC's public health programs. Establishing and Maintaining Community Partners: Engages with external partners to build relationships and support community capacity-building initiatives related to State and Community Health Assessments and Improvement Plans. Promotes and supports building and sustaining community health equity champions. Ensures that the Health Improvement and Equity (HIE) staff are collaborating and working closely with the Community Health Improvement Teams. Supports and provides technical assistance to communities as it relates to accessing health data, and supports the Regional Health Directors in their role as (local) chief health strategists. Health Informatics: Promotes coordination and collaboration between the Health Improvement and Equity staff, Information Technology (IT) and Public Health programs. Ensures staff are coordinating efforts as it relates to health informatics and Meaningful Use. Works with HIE team, Public Health programs and IT to ensure the collection of appropriate health data and that relevant IT systems are in place. Ensures compilation and dissemination of health information in a manner that is useful to key stakeholders (internal and external) and supports collaboration with the Agency's communications team. Ensures data sharing agreements and data release policies are in place and current. Health Equity: Serves as the Point of Contact for the Agency on matters related to HE. Provides technical assistance and guidance to internal (Central Office and Regions) and external community partners as it relates to programs and policies. Participates on external committees that have a vested interest in HE.

Qualifications: A Masters degree in public health, public administration or related field and 5 years of program management experience. Must have at least 5 years of supervising a diverse team of public health professionals. Must have knowledge of and experience conducting state/community health assessments and developing improvement plans, fostering community engagement and experience promoting health equity. Experience in collecting and analyzing data is critical.

Institutions of higher learning must be recognized by the Council for Higher Education Accreditation.
