IHRC, Inc. provides scientific, information management and administrative program support to various Centers, Institutes and Offices of the Centers for Disease Control and Prevention (CDC) under several contracts.  The successful candidate will be a full-time employee of IHRC, Inc. and will be assigned to the Respiratory Diseases Branch (RDB), Division of Bacterial Diseases (DBD), National Center for Immunization and Respiratory Diseases (NCIRD), at the CDC, 1600 Clifton Road, Atlanta, GA, to provide scientific and technical support for the Active Bacterial Core (ABC).  

SCOPE OF WORK:

Provide statistical service support and technical expertise to develop infrastructure for releasing and sharing ABCs data.  Responsibilities include (i) determining what data can be released and/or shared while ensuring privacy and confidentiality of individual patients (this will be based on HHS standards and will also consider standards of state health departments, where applicable), (ii) determining standards that ensure all released and/or shared data have appropriate documentation that describes the statistical method of collection, what the data represent , and the potential limitations for its use, (iii) determining how the data will be released and/or shared (i.e. formatting and methods for downloading), and (iv) assisting with data management and data cleaning activities to ensure data quality before sharing and/or release.   

MAJOR DUTIES AND RESPONSIBILITIES:

  • Attend 1-2 day in-person meeting in Atlanta at the start of the project.  This would include meeting with the CDC subject matter experts and other EIP program representatives.
  • Consult with other Centers, like the National Center for Health Statistics, and Health and Human Services programs that are well-versed in releasing and sharing data would be needed to learn from and understand standards that are already established and to align with agency approaches.  
  • Coordinate with other Emerging Infections Programs (EIP) who are also establishing these standards.
  • Consult with ABCs site programs to understand health department confidentiality and quality standards.
  • Collaborate with the Respiratory Disease Branch’s (RDB) Lead Data Manager with upgrading the Active Bacterial Core surveillance (ABCs) data management system to ensure data quality.
    • Update variables and documentation of ABCs data dictionary as needed.
    • Work with ABCs sites to update their laboratory and epidemiological databases.
    • Perform data quality checks on ABCs data.
  • Attend 1-2 day in-person EIP/ABCs meeting.  
  • Develop statistical standards as to what data (existing or created variables) can be released or shared based on statistical methods.  
  • Develop documentation for releasing data to the general public that includes background information on the ABCs, a data dictionary and limitations of the data.  
  • Determine the format in which the data should be released.

Qualifications:

MINIMUM QUALIFICATIONS
Education and experience:

  • Advanced degree in public health, statistics, or a field related to the responsibilities of the position.  

Required:  

  • Experience working within public health data sets and data environments
  • Experience in professional public health environment
  • Ability to work in Microsoft Word and Excel, experience in organizing and formatting documents and tables of different types and complexity
  • Project management or coordination experience
  • Ability to communicate clearly in writing and at meetings/conference calls

Desirable:

  • Experience using public use data sets
  • Experience using or creating data dictionaries and documentation
  • Knowledge of issues relevant to personal identifying information in data sets
  • Past experience addressing issues related to sharing data: Legal concerns, maintenance of confidentiality, creation of user guides and documentation etc.
  • Familiarity with SAS

Language Skills:

  • The candidate must possess excellent oral and written communication skills in English
