IHRC, Inc. provides scientific, information management and administrative program support to various Centers, Institutes and Offices of the Centers for Disease Control and Prevention (CDC) under several contracts.  The successful candidate will be a full-time employee of IHRC, Inc., and will be assigned to the Division of Global Health and Protection (DGHP) within the Center for Global Health (CGH) supporting work with the Influenza Division (ID) with the National Center for Immunization and Respiratory Diseases (NCIRD), at the CDC, 1600 Clifton Road, Atlanta, GA to provide support for management of epidemiologic and public health activities.
 
SCOPE OF WORK
 
The Scientific Project Manager will oversee sentinel surveillance activities for respiratory illness within 6 healthcare facilities located throughout Kenya.  IHRC currently has seven Surveillance Officers actively identifying patients, collecting epidemiologic data and laboratory specimens.  The Scientific Project Manager will ensure activities are on-going and sites have proper supplies to ensure no delay in services.  The Scientific Project Manager will work closely with the CDC and interact with multiple organizations, including the Kenya Ministry of Health and the Kenya Medical Research Institute.  The position will also require generation of new work to continue to build on IHRC’s success in supporting Kenyan public health activities.
 
MAJOR DUTIES AND RESPONSIBILITIES
 

  • Provide primary oversight of IHRC Kenya Surveillance Officers, Study Coordinator, and in-county Project Manager

    • Ensure sentinel sites have appropriate materials and supplies for specimen collection
    • Ensure coverage for 3-5 days at 6 sites for identification of patients hospitalized/seeking care with respiratory illness that need to be enrolled into the surveillance platform
    • Ensure sites have adequate technical assistance
    • Provide materials and supplies for laboratory testing of respiratory samples
    • Provide logistic support to ensure activities continue without interruption
    • Maintaining and building relationships with CDC and its partners
  • New Business Generation
    • Work closely with IHRC Executive Management to identify strategic opportunities for business growth in Kenya and surrounding countries
    • Actively network to develop new relationships that will provide opportunities for new business growth

Qualifications:

 
MINIMUM QUALIFICATIONS
 
Education and Experience:

  • Master's degree in public health or equivalent from an accredited college
  • Experience in disease surveillance and epidemiologic investigations
  • 3-5 years of experience in public health surveillance project management and coordination, preferably with a federal public health agency

Skills:

  • Ability to supervise scientists, technicians, and administrative personnel detailed to work at client sites
  • Excellent organizational skills and the capacity to deliver on allocated tasks and respond in a timely manner to a deadline
  • Demonstrated experience authoring proposals in response to Requests for Proposals
  • Excellent interpersonal skills and readiness to work within a team environment
  • Excellent working knowledge of MS Office Word, Excel, and PowerPoint; working knowledge of Microsoft Access and SharePoint
  • Ability to draft and review reports, analyze and summarize scientific information
  • Demonstrated ability to work with scientists and administrators at national and international public health institutions
  • Ability to understand, articulate, and market IHRC’s service offerings to Client representatives, procurement officials in public and private sectors, other prospective clients and representatives of other contracting organizations
  • Excellent oral and written communication skills in English

Desirable:

  • Previous experience in influenza surveillance
  • Fluency in Swahili or French
  • Previous project management experience in Africa

REQUIREMENT:

  • Must be United States citizen or permanent resident or have authorization for employment in the United States
  • Ability to travel domestically and internationally required.  Up to 25% travel expected.

 
SALARY:  Commensurate with qualifications and experience
