Position Description: Serves as the Quality Assurance Data Analyst for HIV Surveillance. Coordinates collection and processing of data from surveillance and other data sources; monitors timely receipt of electronic data to ensure data is received in an acceptable file format; analyzes data to check for quality control and assurance issues; cleans, prepares, manages, and completes data quality assurance on data files from multiple data sources to synthesize into large population-based data sets for analysis and dissemination; develops and generates procedures and protocols for quality assurance of surveillance data; develops and generates reports using the data; tests changes to data system and communicates changes to HIV surveillance staff; accurately responds to data requests from internal and external stakeholders in a timely manner; collaborates with public health professionals and partners and other local, state, and national agencies and organizations on data coordination, report dissemination, and policy development to ensure that Agency and Division goals are met.

Qualifications: Knowledge of public health principles and practices; data management methods; and quality assurance techniques. Experienced use with SAS software and other computer software (Microsoft Office, including Microsoft Access). Experience required with the collection, manipulation, analysis, and quality assurance of large population-based datasets. Proficient verbal communication and written presentation skills; excellent writing abilities for professional and lay audiences; effective problem-solving and decision-making and the ability to work independently. Ability to follow data management protocols; provide technical assistance and training; perform data collection and analysis; prepare reports; review data for errors; work with other data managers to improve data quality; report health data; and communicate technical information to health professionals. Valid Virginia driver's license required. Knowledge of the HIV Surveillance system preferred. Experience working with HIV and/or other communicable disease data management preferred. Degree with major in social sciences, epidemiology, statistics or related field and/or equivalent experience and training preferred.

Organization Description: Virginia Department of Health, Division of Disease Prevention. This position is in the HIV Surveillance unit, part of the integrated Division of Disease Prevention and works closely with HIV Prevention, HIV Care, and STD programs.
