Position Description: PHR’s Program on Sexual Violence in Conflict Zones (SVCZ) is seeking an experienced and qualified Program Assistant who will work with the program to increase local capacity for the collection of court-admissible evidence of sexual violence and support prosecutions for these crimes. The Program Assistant serves as a key member of the SVCZ team, working collaboratively with the Program Director, globally-based staff, and program partners, to provide day-to-day support for the SVCZ Program’s global initiatives and events.

The Program Assistant’s responsibilities focus primarily on providing support for both the operation of the SVCZ Program, and implementation of programmatic activities. Core functions of this role include providing high-quality logistic, operational and administrative, office coordination, and programmatic support.

Reports to: Director, Program on Sexual Violence in Conflict Zones Location: Boston, Massachusetts

Responsibilities Programmatic Support • Monitor emerging human rights issues in those areas covered by the SVCZ Program, including collecting and analyzing information from a wide range of sources such as governments, NGOs, media, and others. • Liaise with and support monitoring and evaluation efforts by tracking requested data points and updating logic models as needed. • Write objective and accurate blog posts, helping feed social media/advocacy channels, and monitor social media, in collaboration with the Communications department. • Liase effectively and professionally with domestic and international human rights groups and defenders in PHR’s network as directed. • Any other general programmatic support as needed, including in the areas of training, research, and technology development.

Expense Reporting and Budget Tracking • Collaborate with the Finance department to arrange for fund transfers, wires and checks, and reimbursements, including using uploading material to expense-management systems. • Monitor programmatic expenses across several complex grant budgets, and refine tools for grant tracking and reporting, in collaboration with the development department. • Track spend-down of program expenses, including consultant contracts, purchase orders, and others. • Adhere to applicable organization, federal, and donor guidelines to ensure program compliance.

Logistics • Handle logistics for staff and consultant travel, including security protocols, travel logistics, travel schedules, visas and travel documents, and other necessary items. • Procure, maintain, and track medical, forensic, and other supplies for the program, and manage and oversee complex supply inventory in multiple offices. Operations and Administration Support • Facilitate the hiring of independent contractors and third party vendors and ensure fees are paid in a timely manner. • Accurately translate correspondence and program materials from French to English and English to French. • Respond promptly and professionally to queries and requests for information from PHR colleagues and external parties where appropriate. • Assist with and participate in the recruitment of staff, consultants, and volunteers, including representing PHR at career fairs.

Office Coordination • Serve as the focal point for PHR’s office in Boston, including ordering office supplies, information technology, and supplies management. • Oversee the hiring, onboarding, and supervision of interns, both undergraduate and graduate students, on daily tasks as well as long-term projects.

Salary Salary is commensurate with experience.

Qualifications: Qualifications • Bachelor’s degree and at least two years of experience in a professional setting required, preferably in a human rights or other international NGO. • Fluency in spoken and written French required, additional language competency in Arabic or Spanish a plus. • Strong interest in and commitment to human rights is essential. • Interest in Central and East Africa and/or in sexual violence an asset. • Willingness to work flexible hours in response to emerging and urgent events. • Advanced knowledge of MS Office Suite, especially Excel, Word, and PowerPoint. • Knowledge of expense-management systems, especially Concur, a plus.

Skills and Experience • High level of analytical, writing, and verbal skills and proven research skills necessary. • Exceptional organizational skills, attention to detail, and follow-through. • Demonstrated ability to juggle multiple workflows and deliver in a timely fashion. • Demonstrated ability to work collaboratively, effectively, and professionally in a multi-faceted, fast- paced, high pressure environment. • Ability to maintain professionalism, discretion, and strict confidentiality. • Energetic self-starter with the ability to anticipate upcoming needs and work with minimal supervision. • Significant cross-cultural experience and cultural sensitivity. • Capacity to manage relationships with external stakeholders. • Ability and willingness to travel domestically and internationally on occasion (< 10 percent).
