Position Description: IT Proposal Writer/Manager Washington, DC The Leading Niche (TLN) is seeking an experienced IT Proposal Manager/Proposal Writer for our Washington, DC office. This position will support the execution and preparation of multiple proposals simultaneously for GSA Schedule/ Ebuys and other government proposal opportunities. The candidate will work closely with Program Managers and technical subject matter experts to plan, develop, and complete responses to task orders, RFPs, RFQs and RFIs. The successful candidate will be an experienced IT Proposal Manager comfortable working with senior management, communicating with customers/partners, and providing leadership related to proposal execution.

Responsibilities and Job Duties:

Exercising full responsibility and authority for all government proposals and bid preparations; Leading proposal teams; coordinating efforts, establishing schedules and ensuring all timelines and milestones are met; Analyzing GSA Schedule solicitation requirements; analyzing RFI and Sources Sought requirements; Developing GSA Schedules proposals, outlines and templates; Developing proposal compliance matrices; Directing others in preparation of proposal sections — working with various partners; and staff to obtain the necessary proposal inputs; Preparing proposal text with the ability to write to the management and technical proposal sections while integrating proposal inputs and assembling the proposal volumes; Reviewing and editing proposals to determine compliance with RFP requirements; Conducting team meetings (data calls/conference calls) and proposal reviews; Facilitating internal and external proposal activities; Overseeing proposal production; Organizing final proposal file versions ensuring electronic submissions meet all solicitation requirements; Managing file maintenance and keeping files organized and updated; Maintaining contact with all key individuals at various stages of proposal preparation; Managing post-award services following award of contracts including GSA Schedule contracts and task awards as required. Qualifications:

Bachelor’s degree or equivalent education and experience Minimum 5-7 years of experience IT background with current knowledge of IT systems, software and programs Knowledge of the following: Understand contract structures and types and functions (i.e. FFP, Cost Plus, T&M, and Labor Hour) and differentiate between levels of risk associated with these structures. Working knowledge and experience with IDIQs, BPAs, and GSA Schedule lifecycle management. in-depth knowledge and working understanding of the US Government Acquisition and Procurement environment. Knowledge FAR/DFAR, (ITAR) and other Government Regulations. Professional document formatting and editing expertise using a variety of tools (MS Word, Excel, PPT, Visio) Knowledge of and experience with the Federal Government procurement process Previous experience with GSA eLibrary, GSA eOffer, GSA eBuy, GSA Advantage, GSA SIP 7, GSA VSC. Exceptional facilitation and organization skills Extremely strong written, verbal, and interpersonal skills Well organized and possess excellent leadership, team building, and communication skills Outstanding writing, proofreading and editing skills
