Position Description: Purpose of Position

CHFS OATS on behalf of the Kentucky Department for Public Health is looking for a colleague passionate about building public health informatics capacity in Kentucky. The public health informatician in this position will lead the development and implementation of a statewide electronic case reporting (eCR) system, working in close collaboration with other state offices and organizations in the area of public health and information technology. Additionally, the public health informatician will lead the effort to improve syndromic surveillance data in Kentucky and integrate the use of this data source into the activities of epidemiologists working at the regional level to detect and respond to outbreaks and public health emergencies.

Primary Responsibilities

The public health informatician will be responsible for the following:

• Development of a statewide electronic case reporting (eCR) system implemented in collaboration with the Kentucky Health Information Exchange and other state offices and organizations in the area of public health informatics

• Monitoring and improvement in the quality of Kentucky syndromic surveillance data

• Development of tools and training materials to facilitate the use of state syndromic surveillance data by regional epidemiologists

• Leadership of training sessions and provision of technical assistance to facilitate the use of syndromic surveillance at the local and regional levels

Qualifications: We invite applications for a public health informatician position from candidates with the following combination of knowledge and experience:

• A minimum of a bachelor’s degree in informatics or a related field

• Experience in database design and data-mining methods

• Able to work with diverse stakeholders in the areas of public health and information technology

• Experience working with Health Level-7 (HL-7) standards and interfaces

• Familiar with public health reporting systems, health information exchange technologies, and provider clinical IT systems

• Experience with visualization solutions for surveillance data

• Working understanding of public health and/or epidemiology

• Experience with SQL server technologies and .NET programming language desirable
