Position Description: Harm Reduction Policy Manager R Street Institute Washington, D.C. The R Street Institute, a pragmatic free- market think tank headquartered in Washington, and with regional offices around the country, seeks an engaged, experienced and energetic person to lead our ever-growing work on harm reduction. The harm reduction policy manager will work to manage and expand R Street’s work around a wide variety of harm reduction methodologies in fields that include, but are not limited to, injection drug use, sexual behavior, alcohol abuse, tobacco use and opioid abuse, among others. This position will report to the executive director and work closely with the president. The harm reduction policy manager will work to spearhead a political and intellectual movement toward “integrated harm reduction” as a public policy approach. We want somebody to create a movement around harm reduction broadly, rather than in an issue-by-issue way. In a typical week, the harm reduction policy manager might help arrange testimony by one of R Street’s experts, arrange a working group meeting with allies, co-write an op-ed for publication with somebody from another organization and make substantive comments on an academic article. Some particular ongoing responsibilities will include: ? Working with R Street’s existing network of harm reduction policy experts and helping them to craft messages for a nontechnical audience. ? Cultivating new people to work on harm reduction within R Street’s network. ? Organizing allied organizations across the political spectrum to support harm reduction broadly. ? Building bridges between various harm reduction methodologies. ? Coordinating work of R Street staff on harm reduction. ? Writing original op-eds and policy studies on topics related to harm reduction. ? Traveling to testify and speak on harm reduction topics. We believe the ideal candidate will possess the following characteristics: ? Direct experience working on at least one harm reduction methodology. This could take a very wide variety of forms, ranging from academic research to extensive personal experience with a specific type of harm reduction methodology. ? Experience working across ideological and political lines. ? Demonstrated writing skills, ideally with a record of published work. ? An educational or life experience background sufficient to establish one as an expert in at least one type of harm reduction. The most conventional way that we expect people to have achieved this is with an advanced degree or similar credential, but applicants with significant achievements related to harm reduction are encouraged to apply even if they lack such a degree. This is a full-time position based in Washington that requires a daily presence in our office, as well as travel in the United States and elsewhere. R Street is growing rapidly but remains a close-knit team. While there is no ideological or political litmus test for this position or need to agree with everything that anyone at R Street has ever written, we do ask that candidates assure they will feel comfortable with the sort of things we currently publish and with the fact that we are fundamentally an organization on the political right. While communication with people from all backgrounds is important to this position, we particularly need someone who is capable of sharing our messages with people who support free markets and limited government.
