Position Description: Overview: This is an executive position responsible for vision and leadership of state public health systems and partnerships to promote the health of young children and their families.

Duties: • Provide guidance to the Early Childhood, Perinatal and Newborn Screening, and Children and Youth with Special Healthcare Needs (CYSHCN) sections in the selection, evaluation, and implementation of evidence-based prevention strategies • Support local/regional health department staff in early childhood initiatives • Work with Division Assistant Commissioner and the Commissioner’s Office to reduce upstream risk factors for morbidity and mortality • Assist with preparation and review of grant reports and applications for responsible sections and for the Maternal Child Health (Title V) Block Grant as applicable • Present to local, regional, state, and national groups as requested on topics relevant to section work • Provide guidance in strategic alignment efforts around key public health priorities such as infant mortality reduction, transitions in care, lead surveillance, adverse childhood experiences, and social determinants of health • Provide coaching and mentoring to staff • Along with Early Childhood Section Chief, oversee federal and state funded home visiting partnerships, review of grant applications and reporting, and proactively respond to legislative inquiries • Along with CYSHCN Section Chief, oversee development of birth defects surveillance and case management system • Along with Perinatal Section Chief, oversee neonatal and perinatal service coordination and quality collaboration • Liaison with Departmental team working on electronic health record (EPI Project) to incorporate home visiting communications into the EPI work flow • Ensure evaluation of programs to demonstrate effective use of funds • Ensure equitable allocation of available funds to risk stratified groups or geographic regions • Develop public health capacity for effective strategic planning and funding utilization at the local level • Develop external statewide and national partnerships to collectively impact the health of children and families

Qualifications: Education: Masters or Doctorate of Public Health (preferred, experience with public health or community based experience may be substituted), Nursing, or Social Work

Ideal candidate: • Vision for systems approach to promoting health in early childhood • Extensive experience with public health or community-based systems • Extensive experience with grant applications and reporting • Experience in management of complex budgets • Experience is management of large teams • Experience in communications with media and high level stakeholders including governmental and community partners * Experience with early childhood programs such as home visiting and CYSHCN populations

Organization Description: Personnel Details: • Direct supervision of up to 8 staff (3 section chiefs, 3 senior epidemiologists, IT Specialist, nurse manager) • Ultimately responsible for team of 35 • Reports to Assistant Commissioner (Division Director of Family Health and Wellness)
